fellow poker tragics...I like that.
Anyhow, Cbet work best when in good position, against one opponent, with a flop that would not appear to have helped anyone, like a paired flop, against no displays of strength preflop, when everyone checks to you, and against weak, tight, timid opponents.
Under those conditions, all you have to do is say 'boo' and the pot is yours.
Using those conditions as a baseline, then any departures would require you to reevaluate the success potential of a cbet. If few of the conditions were met then the cbet would have less chance of success.
But, cbets are a mathematical favorite because most of the time an opponent will not hit the flop. Further, assuming that you were aggressive preflop, then the cbet is believable.
However, limit, no-limit, ring and tournament, all have their special extra considerations. Plus, your table image would be a factor. But, generally the baseline would be a good starting point for judging success.

One more thing to add...if you do c-bet and get called check the Fl-See, tu-see; Fl-see, SD-See stats. If they are high they could be calling with any draw, reasonable they likely caught a piece, and low they are probably slow playing something like top or mid pair with a decent kicker.

if your c-bet get's called by a calling station and you have nothing, proceed with caution they may call you down with 5th pair no kicker, it's hard to put these players on any specific draw and firing a second c-bet on the turn won't work alot of the time, i try to get to showdown cheaply in these situations
